how to disable private view status for report issue

I'm using mantisbt 1.2.16

Report issue page-->in column view status have 2 option either select public or private, how to disable private radio button, just allow user to choose public option only?? Have any solution?

Goto page Manage > Manage Configuration > Workflow Thresholds
Disable all checkboxes in row "Set view status (public vs private)"
