Summary	0020496: MantisFilter and MantisColumn, include a method to control visibility based on projects
Description	Currently: MantisFilter filter fields are always displayed on filter dialog. MantisColumn columns are available to be displayed on every project. There should be a way to control their visibility based on affected projects. Similar to the behaviour of custom fields, whic ara only available as filter fields, and available as columns fo display, on those projects where the custom fields are included. for example, a method reciving a project list, and returning a boolean
