Description

After updating to the CVS version 0.19 CVS (7-14-04), the Unassigned section of My View shows issues which have been assigned to people.

This does not appear to be a problem in "My View" code.

I am unable to correctly filter unassigned bugs even on "View Bugs" page.

When I go to filter settings, select "none" for handler and click Apply, the "View Bugs" page then still shows me handler as "any"

This code was working fine prior to 0.19.0a1
