When an administrator deletes a Project from the Manage form all the users get DELETE notifications for all of their bugs. This is not the behavior we want because when we migrate to different tracker instances and delete a project from a previous instance I don't want the users to get any notification since the project really didn't get deleted as far as the end user is concerned. What we have to do now is turn off delete notification globally, delete the project, and then turn notification back on.

I'd prefer to have an option not to notify if delete occurs as a result of a project deletion.
