Summary	0012739: Can not delete global category from edit page (manage_proj_cat_edit_page.php)
Description	A global category created a moment ago, can not be deleted from its edit page (manage_proj_cat_edit_page.php). If you try, an APPLICATION ERROR #200 is produced, showing this description: "A required parameter to this page (id) was not found." Workaround: Delete the category directly from "Manage project" page (manage_proj_page.php).
Steps To Reproduce	Create a new global category (Manage, Manage project, at end of the page). Edit this new category. In edit page, trigger "Delete Category" button. Error #200 is produced.
