You need to submit a downstream bug report to Ubuntu (http://launchpad.net), as we are not in charge of or responsible for distribution packaging of MantisBT or any associated issues. If distro packages don't work, either submit a bug with the distribution, or download and install a release tarball from our download page (http://www.mantisbt.org/download.php) which includes all of the needed libraries.downstream
