Summary0011348: Bug: No email sent when edit issue during 'Assigned To' ?
Description

For this particular scenario only, no email is sent. Every other scenario email is working fine.. is this a bug?

Steps To Reproduce
  1. 'Reporter1' login.
  2. 'Reporter1' report a new issue > 'Developer1' received email > OK.
  3. 'Administrator' login.
  4. 'Administrator do the following:
    • Click on 'Edit' button
    • Assigned To: select 'Developer1'
    • Click on 'Update Information'.
  5. 'Reporter1' never received an email ?? > NOT OK.
    'Developer1' never received an email ?? > NOT OK.

This issue is not reproducible with the current version of MantisBT.
