Summary	0011289: wrong german translation of "Minimum Access Level to cahnge to this Status"
Description	On page "Workflow Transistions" in Mantis, subsection "ACCESS LEVELS", the english string is "Minimum Access Level to change to this Status". In the german localization, it's "Minimale Zugangsberechtigung, um diesen Status zu ändern". This is wrong! The correct translation is "Minimale Zugangsberechtigung, um in diesen Status zu wechseln". There is a difference between those two translations, which is very important to know. I had some problems to configure my mantis installation in a working way, until I changed the language of the website to english and found this mistake!
