Summary	0011058: Issue links redirect to login form if user is not logged in even if anonymous login is enabled
Description	I've reproduced this on 1.2.0rc2 on this bug tracker. Here are the steps: Log out. Click on an issue link from one of the email notifications. Login form will show up instead of showing the issue with anonymous login.
