Positioning custom fields

Most of my custom fields would rather be placed in front of the Summary field instead of after the Additional information field as Mantis places the custom fields (such as "serial number" etc). Is there an easy way to move them to the top?

[It would be great to have ALL the fields created as custom fields, where some of them would be mandatory (like Summary, Description) and other could be disabled (like category, severity, attaching a file etc). This would be a big step fwd to make Mantis as customizable as possible, and this would also resolve the issue above. This is just an idea, I am not sure if this is feasible or not.]
