related php script: manage_proj_page.php

The mentioned script shows the list of all projects to the admin.
To see who is the project's responsibel manager, a click to the project
link is needed. When administrating a bunch of project a lot of
clicks have to be performed.

To ease the lookup a new column named e.g. "Manager" would be greate.
It should contain the name (real name) or a list of names of the
responsible person or persons. May be formatted as an email link.
