Summary	0011723: Upgrade from 1.1.6/8 -> 1.2.0 on PostgreSQL fails
Description	I just hit this error on 1.2.0 (Final). I was running 1.1.6 and it failed going direct to 1.2.0 with this error, so I upgraded from 1.1.6->1.1.7->1.1.8 without issues. The upgrade from 1.1.8->1.2.0 throws the error: Application Error: 0000401 Database query failed. Error received from database was #-5: ERROR: duplicate key violates unique constraint "idx_category_project_name" for the query: INSERT INTO mantis_category_table ( name, project_id ) VALUES ( ?, ? ). Related to Bug 0009298 0011416 Requesting reopen as the bug 0009298 claims fixed in 1.2.0a3 and this occurred on 1.2.0 (final). DB: PostgreSQL 8.1.11 OS: CentOS 5.3 PHP: 5.1.6
