Need Guidance: what are the next steps once a plugin is developed?

Hello,
1 theme and 1 plugin which enables using hotkeys have been developed.
Their code has been uploaded/updated on github with appropriate tags (links below).
The hotkeys' repo is under "The Unlicense".
The theme has been developed over a fork; I did create a pull request but it did not get any attention. Since there's a huge difference in the appearance and functionality, I changed the name of the repo to something more appropriate. Can I apply "The Unlicense" to this repository?
