I can not download my attachments when I moved them from basedata to disk by system_utils.php

Hi all
I have a question..
When I Update Mantis from 2.10.0 to 2.25.2, and my DB is MSSQL
I tried use system_utils.php to move my attachments.
But when I finished the move, I could not load the old attachments...(but when I upload a new attachment will be worked...)
I already setting the config from database to disk, and the absolute path is also.
How do I fix the old attachments?
