Migration from 1.2.17 to 2.25.2 : Access levels problems

Hi everybody,
I'm new on this forum even if I use Mantis for years now.
I've juste migrated our 1.2.17 version to the 2.25.2 without noticeable error, but ...
But I experience strange behaviors regarding access level for some of the migrated users.
By example, a user with developper level, both on the profile and on the assigned projects do not see anymore the buttons to change a bug Status.
I've checked the levels in the admin/configuration panel and everything looks like on the original version.
Could anybody suggest me some ways, some points to check, to try to understand were the error lies ?
