Monitor By Me Section

Hi,
I have some problems. The below setting is used.
limit_reporters = YES
show_monitor_list_threshold = REPORTER
1- the reporters can see only their issues. Only they can add other people on monitoring. But when they add other poeple on monitoring, that poeple can not see my view / Monitor by me section. But when they search that issue, they can open and write notes, they can even close issues.
How can I show monitor by me section.
2- I do not want the other people (who monitoring) close the issue. Only reporter who open issues can close the issue.
Can you help them.
