Unable to receive emails

Hello i have currently installed Mantisbt 1.2.17 and this is how my config is setup:

For security reasons ive blanked out my personal email addresses and passwords.
Even with that debug option on i never got a file created in that location. I have followed the help topics and watched youtube videos on it.
