User gets no password reset email

User gets no password reset email

Hello, my mantis version is:
MantisBT Version 1.2.15
Schema Version 183

The issue is in Manage Users, click Reset Password button, the user never gets the password reset email.
Here is what I have tried:
- I confirmed the email address is correct. I tried three different correct email addresses within two domains.
- I deleted the users account and recreated it.
- I tried setting the user account to enabled = F and then update user, and then set enabled = true and update user.
- I have tried clicking the Reset Password button many times.
- Nothing in the spam or trash folder.
- If there are any logs to check, I am not sure where to check them.
- I also tried creating a new administrator account in Mantis and trying the various buttons and options: update user, enable disable account, Reset password, Notify User.
- The new user cannot log in and use MantisBT
- I get a password reset email from noreply@mantisby.org without any issue.

Any help you can offer is appreciated.
