The issue id of new project is not begin from 1.

2. Create 10 issue reports for project "A";
3. Create a new project "B";
4. Create the first issue report of project "B", the "ID" is 11, not 1.

When working with multi-project, general we hope every project has itself issue id system, that is to say, the first issue report's ID of every project should be 1.

This works as designed.
It would require a lot of changes to get what you want.

I see hardly any advantage to have an own numbering for each project.
