I have installed the Csv_import plugin with keep in mind all necessary steps while installed.
But when I am going to upload the csv file form submitted and blank screen comes with no message.
The issues are not uploaded, please help me in this as I am very close to implementation of this feature.

Hard to say anything as you did not provide any further details, e.g. versions of Mantis, the plugin, example data, ...
Your web server and/or PHP logs might provide some hints what goes wrong.
I assume your csv file uses a wrong format.

I have no knowledge where I go to see the logs.

Quite outdated with loes of known bugs in it. You should use latest version, which is 2.14.0 at the moment.
Depends on the operating system, the web server you are using and your configuration.
Ask your administrator.
I didn't try myself until now. How did you generate this file?
Maybe the format of columns that contains dates is wrong.

1. Mantis version which I have used is stable version and CSV_Import plugin is supported in this version
2. I am still unable to create logs, Operation System - Centos, Server - http
3. For CSV file, First of all I export the CSV file from mantis, same format I have used to import, so date columns are correct.
Please give another solution to overcome with this problem.Thanks.

So you don't want to upgrade to latest version? As I told before, there are a lot of bugs resolved since 2.0.0.
Don't expect that someone invests time to check your problem in 2.0.0, and maybe finally finds out that it is fixed in newer version.
I told to look at the existing web server and/or PHP logs. I didn't ask to create new ones.
Read the documentation of your web server (Apache, nginx, ...?) to find out where they the logs stored.
I don't use Centos, maybe they are stored under /var/logs/apache2
