Email: test_email works, but no other emails sent

Hello, I've been reading through the multitudinous posts about emails, and haven't seen this issue. After fiddling with the config, and using a GMail account, I can send an email using the "test_email.php" page, but emails are apparently not sent from elsewhere in Mantis, e.g. changing a user's Access Level. When new users request a password reset, no email. I don't see any error messages. I am using v1.2.19, on a localhost XAMPP. What should I look for? Thanks!
