It's not clear what you mean.
If you want allow reporters to close issue you can use page Manage > Manage Configuration > Workflow Thresholds
Enable the check box in line "Allow Reporter to close Issue"

I tried after changing the configuration as suggested but still I am not getting close option for re-opened issues

As I said, it's not clear what you mean.
Do you want to tell, that you don't get the "Close" button?

Yes 'Close' button is not visible and the close option is not present in the status drop down

Which version of MantisBT do you use?
Are you able to reproduce the issue with an administrator account?

Even when I logged in as admin I am not able to see the close option and also under status dropdown after clicking on edit button and I am using 1.2.15 version of Mantis

Check the "Workflow Transitions" page.
Is "closed" enabled?

I am not able to reproduce your problem with a fresh install of the latest stable version of MantisBT (1.2.15 at the moment).
You have to provide detailed, step-by-step instructions to reproduce the issue. Additional information listed below may also be useful:
- Exact version PHP, Database, Web server and Operating System
- Relevant customizations (e.g. changes in config_inc.php, settings of the workflow page, etc)
- Installed plugins or custom functions ?
- Was the MantisBT source code modified in any way ?
Are you able to reproduce the issue using Mantis2Go? (see my signature for it)

I not able to give you the details but sometimes while uploading the test evidences the 401 error message will get displayed

Finally the issue is resolved , first we need to change the status of reopened defect to confirmed , then to resolved after changing status to resolved we can see the close button

Quite confusing
- I don't see where your post is related to this topic (How to close the reopend issue in mantis)
- email template? Mantis does not support something like email template
- what is a clear cut report?
btw. 1.1.6 is quite outdated. There are a lot of known security issues in it. Therefore I recommend to upgrade to latest stable version which is 1.2.19 at the moment.
