Error 401, MySQL Database Move, and FRM files

Hey all,

I've been running Mantis in our office for about a year now and I just upgraded our application servers hardware. Once I moved the database, though, all hell broke loose. I finally got PHP to work and when I check in on the databases, all is reported as well. Mantis, however, will not work. I keep getting this:

Fatal error: 401 in C:\Inetpub\wwwroot\mantis\core\database_api.php on line 128

I've fetched and installed RC4 and have run all of the utilities. Everything checks out fine, until I try to connect to the database. I get these errors in the admin interface whenever I try to do anything functional.
