Do not set ticket to NEW, when adding a note.

Hello!

Following situation:
I have a already closed ticket.
By sending an email to this ticket I just want to add a note.
In principle this is working with me, but ...

But the ticket ist set from closed to new again.

What can we do just to add a note by EmailReporting and not to open the ticket again.

EmailReporting will check whether an issue is resolved.
If it is, it will reopen it more or less the same way the reopen button would on the issue page
If it is not, it will only add notes

You can manipulate this behavior by modifying the resolved threshold (bug_resolved_status_threshold)
