You can change CSS to change some aspects of the look, but there is no templating/skinning engine behind at the moment.

You should update to 1.2.1, maybe this helps because there are also bugs fixed related to manage configuration page

Without giving more details there is no chance to give an answer.
In a standard installation without any changes of the code and a released versios in a project it should be possible to select a version when entering a new issue.

So if you change for example from reporter to administrator, it's changed to administrator, but displayed wrong.
Use a nightly build, where this is fixed, or wait for 1.2.2

It's closed as a duplicate of http://www.mantisbt.org/bugs/view.php?id=6646 which is unfortunately still open.
