Which version of MantisBT do you use?

The result after a fresh nistallation should be 1
Seems that there is more than one database which contains the schema of MantisBT and you are connecting to the wrong one.

Login to database with mysql with same user/password you entered in installation dialog of MantisBT
Which result do you get when entering the following statement?
SELECT COUNT(*) FROM mantis_config_table;

You should be more precise and provide as much infiormation as possible
Which version of MantisBT, database, operating system, webserver
Which report is meant , is there any error message, .....
