Ahh, I see now... Thank you, it works.
It makes sense now, to be assigned an issue you must of course be able to "Handle" an issue

No it didn't help to set:
I can still not see anyone lower than Developer in the assign list.

I want to remove all fields on the "new issue" form that shouldn't be assigned by the reporter, keep it to a minimal. For example the field "category" is mandatory and needs a value. Can I somehow hide the field with a default value? Removing the field from $g_bug_report_page_fie...

I installed Mantis 2.24.2 and got UTF8 to work fine. I could enter ÅÄÖ in my reports and notes. Then I upgraded to Mantis 2.24.3 and now ÅÄÖ turns out as garbage in new notes and issues: åäö It is actually stored as "åäö" in the MySQL table. If I change it in the datbase table to ÅÄÖ...
