i think the problem in /bugs/verify.php?id=43854&confirm_hash , there is a word [amp]related to markdown issue 0025405 which it might be resolve in 0024241

Did you change any source of Mantis or did you install any 3rd party plugin?

after digging into the issue i found that :

1- The reason of the issue is receiving the link including word [amp;] domain/bugs/verify.php?id=43854&confirm_hash and after removing [amp;] the link working normal and password changed.

2- then changed value $mail->IsHTML( True) and the linke sent normal linked to 0024096

I understand it is working for you, but this is not the right fix.

Mantis does not send amp but &, so it's changed somewhere on the way between Mantis and the presentation in E-Mail Client.
If you are able to reproduce on https://www.mantisbt.org/bugs then, it's probably your client or the provider of your mail server.
So again, are you able to reproduce on https://www.mantisbt.org/bugs when trying to reset your password?
