Summary	0025182: Summary "reporter stats" ratio is not accurate
Description	In summary page, the "reporter stats" shows a list of the top reporters, ordered by reported issues by each user. This list can be limited with config option 'reporter_summary_limit' (by default is 10) There is a "ratio" calculated as the percentage of the issues reported by each user, against a total. The total used to calculate ratio is the sum of issues of those, eg. 10, reporters. I think that the intended ratio, or at least it would be more meaningful, is to be calculated against the total of issues from all reporters, not only those in the summary box.
