I am not able to reproduce the issue using the given information.

I assume the developer is adding private notes and the other user has different access level and is not allowed to see private notes.

The same issue has crept into my user id as well now.I have a user id with manager role and the default administrator user id as well.

Found the resolution based on the issue reported in 0003096.

The work around was to disallow developer role to delete the notes.

Please let me know if the relevant patch is available so that the same can be applied.

I don't understand at the moment how this is related to the issue.

Please use latest stable version (2.13.1 at the moment) and follow the instructions from 0024329:0059609
