Currently we make the following modifications to the bug page, would be nice if they were config:

f_handler_id: change from 0, i.e. no default handler, to auth_get_current_user_id(), i.e. the reporter.
f_category_id: change from 0, i.e. none selected, to some other value (we use 14, but ideally this would be the name of the category)
d_description: change from `, i.e. empty, and therefore invalid, to-`. Could alternatively make this not a required field?
