Summary0020555: Duplicate issue is created if required custom field is missing
Description

Mantis is able to add custom fields to issues.

If you set up some mandatory custom field for a project, there is a chance not to set that field by mistake, when submitting an issue.

In that case, Mantis suggests to use 'Back' button of a browser to set that custom field.

Two (or as times as back button was pressed) issues are created by Mantis in that case.

Steps To Reproduce
  1. Create custom field, assign it to a project, make mandatory for new bugs (I've used dropdown list type).
  2. Create new issue. Forget to set that field, press submit.
  3. Mantis shows 'please use back button of your browser' page.
  4. Follow that.
  5. Set that custom field to any valid value.
  6. Submit the issue again.
  7. See 2 duplicate issues in the issue list.
