Summary0019355: Plugins page should have an explicit [ Configure ] action for plugins that support it
Description

Rather than just hyperlinking the project name, we should have a configure
action the same way we have an "install", "upgrade" and "uninstall" actions.
This will be more explicit, since users may think the hyperlinking we have now
points to a website rather than takes them to a config page
