Description	On http://sourceforge.net/projects/mantisbt/files/mantis-stable/ , when a user wants to download 1.2.13, he downloads 1.2.12.
Steps To Reproduce	Simply go to http://sourceforge.net/projects/mantisbt/files/mantis-stable/, click on 1.2.13 and observe that you download 1.2.12
