Summary	0013571: SOAP Api / mci_get_user_id() : added possibility to find user id by email
Description	I proposed a patch via GitHub : https://github.com/mantisbt/mantisbt/pull/25 I try to develop a SMTP Gateway for Mantis BT and this patch permit to recognieze the reporter by his email address when I create an issue from his email.
