Summary0012489: resolution is not updated on re-open
Description

When I reopen an issue the resolution is not set to reopen, instead it stays on fixed.

I'm running 1.3.0del (Schema version 185).

Found the error. The resolution is only being set to the bug_reopen_resolution configuration value when the person reopening the bug is the original reporter.

Moved resolution update after permission check. If user doesn't have permission they won't get that far. Otherwise, it is now set for everyone, not just the reporter.

Marking as 'acknowledged' not resolved/closed to track that change gets ported to master-2.0.x branch
