If i have a user with role reporter as default, and with role Administrator on one of the projects inside the mantis. That user should be able to create at least new subprojects (the button create subproject should appear) for this project. Nowadays the only option is include projects already created, but then you can't delegate in administrator roles to manage a big project.

I dont like the workaround of giving this user the administrator role for all projects because maybe I dont want that users sees a special project but I want that user sees all the subproject of his administrated project.
