Where do i do the above mentioned configurations? is it possible to run mantis on cygwin(on windowsXP) ? If yes, Then what are the other tools i need to install for the same?

Look into config_defaults_inc.php
You don't need more than PHP and MySQL on a Windows machine to make Mantis work (except an IIS or Apache web server).

[Editor] This comment was fixed sometime ago. It should have referred to config_inc.php rather than custom_config_inc.php. Again, config_defaults_inc.php should not be edited to simplify upgrading to newer versions of Mantis.

In Mantis 0.18.1 there is a comment in config_defaults_inc.php:

# This file should not be changed. If you want to override any of the values
# defined here, define them in a file called custom_config_inc.php, which will
# be loaded after this file.

This does not seem correct. custom_config_inc.php is never loaded. I just edited config_defaults_inc.php
