Upgrading from 1.1.8 to 1.2.1 problem

We tried to upgrade our installation with the latest Mantis release but we had some problems. It was saying that the Config File Exists but Database does not even if the database is running and working fine with the version 1.1.8 ! I did try to upgrade anyways and got the error that some table could not be created...

- IIS 6.0
- PHP 5.2.6
