Updated version of cadencetools's bugzilla2mantis script

This is an updated version of cadencetools's bugzilla2mantis perl script that will work with bugzilla 3.0 and mantis 1.1.1. The changes are listed at the top of the file. The limitations that existed in the previous versions are still there.
