Forgive me if I haven't got the Mantis terminology correct, but this is what I want to.
1. From our locally hosted instance of Mantis, I want to EXPORT the entire schema, all configuration settings including custom fields, code tables.
2. I then want to IMPORT the schema into a hosted (by Mantis) version of the database.
Can this be done?

This should work.
Copy also file config_inc.php to your new installation.
After that you need just change the database relevant options in this file.

I can't tell you where the file is stored as the one who installes the system decides where he wants to store Mantis.

That's a shame. I only have access to the UI which means your instructions won't work.
