Custom Field for Feedback Status

Hello,

I added a multi-selection list for a custom field to enable reporters and developers to select the state of an issue when an issue is set to feedback. However, when I go to an existing issue the field doesn't show any choices to select. If I submit an issue, I see the selection list but it isn't really needed there. I just need to select it if the issue is in feedback so we can track why it is in feedback (None|Awaiting_Validation|Submitted_to_ISC|Awaiting_Partner_Vendor|Awaiting_Reporter_Feedback). If I change the status to confirmed or assigned, I see the field and can make selections before saving the status. However, if I change the status to feedback it does not show the selection list. I just want to select this if the issue is in feedback or changed to feedback, but those seem to be the only times when I cannot set this field. Any ideas?
