Complex monitoring management

Hi everyone.

I have a very complex user access /monitoring problem. So, what i want to do:

- reporter must be able to add another user (reporter) to the monitoring list, also to private issues he/she reported
- the monitoring user must be able to add notes, also in private issues

Maybe i just dont see the correct settings in the configuration tab.

If possible, i want to use the options for the database configuration and not edit the .php files.

I forgot: Mantis version is 2.6.0.

You want reporters to be able to be able to look at some but not all private issues, right?
If so, this is not possible by setting configuration options.
