Reopen possible only for reporter (error 1103)

Hi!

Recently updated to version 2.5.0 and there is a strange new behavior:
if an issue is set to closed it can be reopened only by the user who reported the issue, not by others. The users have developer roles.
An application error 1103 is comes saying the the issue is read-only.

I checked the configuration, and I see that settings can be changed relating to this behavior at the Workflow Thresholds.
The configuration is the default one:
- Status where an issue becomes read only : resolved
- Allow Reporter to re-open Issue: yes
- Update readonly issues: [for developers - not allowed]

I can set the last flag to true, then reopen will work, but then the users can add notes to Resolved issues.
How can be configured, that the Resolved issue to be read-only but Closed issues could be reopened by all developers.

Hi!
I have the same issue here. I've upgraded from 1.2.19 to 2.5.1.
Setup for worklow transtions and - tresholds are the same but the behavior has changed.

Finally get resolved, a new php version solved the problem. Maybe it helps for others too.
