Install Script Fails at UTF-8 Support

I keep getting the following error when I try and run http://ipaddress/mantisbt/admin/install.php for UTF-8 Support.
"BAD
Please install or enable the PHP mbstring extension"

I have un-commented extension = php_mbstring.dll and even used the sample config found here: http://www.knowledgebase-script.com/kb/ ... hp-46.html

I am running Ubuntu 16.04 with LAMP PHP version is 7.0.

Any help will be greatly appreciated.

Did you restart the web server after changing the configuration?

My system is CentOS 6.8 (2.6.32-642.el6.x86_64) + php71w-common-7.1.3-1.w6 + mysql-community-server-5.6.35-2
