Ability to have the 'Report issue' set the status to "new"
How to you change the default of the 'Report issue' set the status to "new" instead of "Assigned"?

Thanks for the help.
I looked in the config_defaults_inc.php and have $g_bug_submit_status = NEW_;
The config_inc.php does not contain any of these vales.
The Categories are not assigned to any Users.
I will just live with editing the new item back to New, unless a simpler solution is found.

Check page Manage > Manage Configuration >Workflow Transitions.
Have a look at "Status to which a new issue is set".
If am quite sure it is not set to "new".
