Front Page view incorrect following upgrade to 1.3.1

Hi,

I've upgraded our Mantis installation to version 1.3.1 - this was from 1.2.19. Following the upgrade the layout of the front page after logon is incorrect. It now looks like the image in the attachment (I've blurred out some sections)

The initial upgrade I performed through Softaculous which is provided through my hosting provider. This completed successfully for both the installation and the database upgrade. I have also tried manually replacing the files through SSH and running through the upgrade process again, with all green responses.

Any ideas of why this may be?

Thanks for confirming that it's fixed.
The problem is that we changed default.css and the browser used cached version from 1.2.x.
I fear we will see a lot of users getting this after upgrading.
