how to import an attachment together with issue

I am using the version 2.1.19 and the import csv plugin
Can you please indicate how I can import an attachment together with an issue

I had a short look at the plugin. It does not support importing attachments.
You could add the functionality to the plugin if your CSV-file contains your attachments.
Another option could be to use the "Import/Export issues plugin" which is part of Mantis standard delivery.
