Custom Fields assign to user

Is it Possible to create a custom field that can be assign to user similar to the category can be assign to user?
Currently my plan is to make:
Category: Request | Problem | Inquiry
Service Affected : PC | Phone | ID | Application | Others

I want to assign different user to the 'Service Affected' custom field.
Any idea how i can make this changes.
