Enabling Relationships

I have logged into BMS as admin and i'm able to add the relationships to the closed issues . However, the same option is not available under "developer" login.

Can you guys let me know where can i enable it under "manage configuration"

Seems you changed "Update readonly issues" on page Manage > Manage Configuration > Workflow Thresholds
Please use Search before posting and read the Manual
